Jill D. Morrow-Gorton is the Acting Chief Medical Officer and Director of the Office of Clinical Affairs, a unit staffed by the UMass Medical School providing clinical decision support to MassHealth, the Massachusetts Medicaid program.
. She uses her expertise to oversee the clinical aspects of the program and is responsible for utilization management for health care services paid for by MassHealth. She also acts as the clinical lead for the MassHealth Office of Long Term Services and Supports which provides services for older adults and people with disabilities.
Morrow-Gorton has significant leadership experience within the Office of Clinical Affairs, formerly serving as the Senior Medical Director and leading the development of MassHealth policies and clinical standards. Morrow-Gorton also has worked as a medical director in the Department of Public Welfare in Pennsylvania and was also the director of pediatric rehabilitation at the Pennsylvania State College of Medicine and Hershey Medical Center.
A board certified developmental and behavioral pediatrician, Morrow-Gorton has provided expertise on issues around children and adults with developmental and behavioral conditions in multiple states and at the federal level. She is also a member of the Quality Technical Advisory Group within the Center for Medicare and Medicaid Services
She earned her Doctor of Medicine from the University of Pennsylvania and Master’s in Business Administration from Lebanon Valley College.
