As a policy minded attorney, Matthew Maughan has experience working on a broad range of topics supporting individuals in need. His work focuses on the social determinants of health, long-term services and supports, Medicaid, health technology, and data sharing. He has provided subject matter expertise, technical assistance, and program design support to both the private and public sectors. Prior to joining UMass Medical School, Maughan served as the Policy Manager for Benefits Data Trust, a national not-for-profit committed to changing how individuals in need access the public benefits to which they are entitled.
Maughan also worked at the University of Pennsylvania’s Leonard Davis Institute of Health Economics where he helped lead a research team that focused on how every state implemented components of the Affordable Care Act. Matt served as a coordinator and frequent contributor to the Philadelphia Inquirer’s health care blog. He also performed pro bono work at a health center in West Philadelphia helping clients with a wide range of legal needs. Maughan began his legal career with an internship with the U.S. Department of Health and Human Services Office of General Counsel.
Maughan holds a law degree from Drexel University. At Tulane University, he earned his bachelor’s degree in anthropology.
